Thats because you have a restricted status...
In which you cannot submit any form of art..
It seems that you have been restricted for submitting low quality or duplicate scan....
Minitokyo only accept the better of any same scan...
And you would have to browse thru the gallery before submitting a scan..
To make sure there isnt a duplicate or another same scan...
So i think it is better for you to submit it in http://forum.minitokyo.net/28/anime-pictures-dump/

You seem to submit a lot of duplicate scans or scans of low quality. Please read through The Support Pages. If you understand the rules then things should be a bit easier for you.

It's nearly 4 weeks since I asked you to submit your scans resposnibly, but as you have continue to submit just about anything you can get a hold of you have proven that you have not even read my previous comment...

First Warning

The next official warning will come with a restriction that will stop you from submitting anything, so I suggest that you start to take our submissions far more seriously.

Wow, I can't tell you how tired I am of your sub-standard, rule-breaking submissions.

Put this another way, I gave you a friendly warning, and you didn't pay attention. I gave you an official warning, and you still didn't learn anything...

Second Warning for submitting scans that are below the minimum size requirement, but using the border, spine and back-cover to bulk p the over-all size of the image...

And because this is your second warning your membership is now Restricted in order to prevent you from submitting any more of this rubbish.

You have no one to blame but yourself.
